The Minister of Energy and Water, stated during the inauguration of the Pashtan Dam
Mullah Abdul Latif Mansour, the Minister of Energy and Water, stated during the inauguration of the Pashtan Dam that the project in Herat was funded with $117 million from the internal budget of the Islamic Emirate. He emphasized that this reflects the government's capability to finance major national projects without relying on foreign aid.
Further more, the Minister of Energy and Water further noted that the Islamic Emirate has plans in both economic and political sectors and is working toward the development and reconstruction of the country.
However, this official of the Islamic Emirate stated that the Pashtan Dam, with the capacity to irrigate 13,000 hectares of land and generate 2 megawatts of electricity, brings hope and development to the people of Herat.
